Opening Session: Cybersecurity Panel Discussion

In this keynote address, industry experts will present the various issues that our industry should be thinking about in this day and age of cyber attacks. We will address prevention, common misunderstandings and of course a few fun cases will be presented.

Special Agent Paul M. Schaaf is a Cyber Agent assigned to the FBI Phoenix Division. SA Schaaf has a Masters Degree in Computer Information Systems and Bachelors Degree in Finance. SA Schaaf worked in computer systems in the financial sector before joining the FBI in 2003.

SA Schaaf has worked Cyber, Civil Rights, Fraud, Extortion, Intellectual Property and Innocent Images cases in his career. SA Schaaf has the unique distinction of having the first Spam Case go to trial which involved an international spam operation that operated out of 4 countries.

Bil assists and supports client insurance, risk management, compliance and safety programs. A member of the Society of Certified Insurance Counselors, he’s also active in the local Risk Managers association and the American Society for Healthcare Risk Management (ASHRM), serving on various committees. He attends annual education conferences and several regional workshops and seminars, maintaining his credentials and expertise through continuing education. He has been called upon by courts in Arizona, California, New Mexico and Nevada as an expert witness in areas of coverage interpretation, claim practices and insurance agents’ standard of care.

Bil completed the Registered Professional Liability Underwriter (RPLU) certification program in 1994 and received his Certified Risk Manager (CRM-HC) designation in 1997. In 2011 he was designated as a Certified Healthcare Safety Professional. He is licensed as Broker, Agent and Non-Resident Agent in 36 states. Bil functions as consultant or agent while serving a range of clients from small businesses to multi-state corporations.

Anthony Blakemore

Anthony Blakemore has been a security consultant since graduating with honors from DePaul University in 2005. Since founding DirectDefense, Anthony provides world-class security consulting services to DirectDefense clients while providing leadership for DirectDefense's application assessment services, and ThreatAdvisor development team.

While focusing on system, network and application assessments within the DirectDefense practice, Anthony’s previous security consulting experience included enterprise security posture reviews, FISAP audits, PCI QIRA investigations, creation of information security policy, incident response analysis and procedural design and hardened host configuration reviews. This broad range of experience, coupled with Anthony’s strong ability to meet required deadlines within the scope of a defined engagement, has allowed him to become a sought after consultant within the assessment practice. Anthony has led and managed hundreds of engagements for Fortune 500 companies primarily in the financial, manufacturing, medical, and media sectors.

Mr. Blakemore has been an active member of the security community for many years, attending high-profile industry conferences, as well as delivering web application security lectures and demonstrations to DePaul University classes and speaking at regional security conferences such as Infraguard, HOU.SEC.CON, ISSA and OWASP.

Anthony holds a Bachelor of Science degree in Computer Science from DePaul University.

Stephanie Kelton

Stephanie Kelton is an American economist and an associate professor, currently chairing the Department of Economics at the University of Missouri–Kansas City. She is a leading proponent of Modern Monetary Theory.


Kelton studied Business Finance and Economics at the California State University, Sacramento, earning a B.S. and a B.A. in 1995. She received a Rotary scholarship to study Economics at the University of Cambridge, receiving her Master in 1997. On a fellowship from Christ's College, Cambridge, Kelton then spent a year at the Levy Economics Institute of Bard College. She obtained a Ph.D. in Economics from The New School in 2001 with her dissertation, "Public Policy and Government Finance: A Comparative Analysis Under Different Monetary Systems."


Kelton teaches Economics as an associate professor at the University of Missouri–Kansas City since 1999. She's a research scholar at the UMKC Center for Full Employment and Price Stability and the Levy Economics Institute in upstate New York.

Kelton is editor-in-chief of the New Economic Perspectives blog. On December 26, 2014, Kelton was designated as Chief Economist for the Democratic Minority Staff of the Senate Budget Committee.


Kelton's primary research interests include monetary theory, employment policy, history of economic monetary thought, social security, public finance, fiscal policy, financial accounting, international finance, and European monetary integration. She has been a notable proponent of and researcher in Modern Monetary Theory, publishing several papers and editing books in the field, and a supporter of the proposal for a Job Guarantee.

Kelton publishes formally as well as in the popular press and appears on mass media. She has been a frequent guest on television and radio, including MSNBC'sUp with Chris Hayes and NPR's On Point.
